In order to have a global overview of the punctuality independently of the causes of delays, please take into account the "Before neutralization" data, as opposed to the "After neutralization". Neutralization consists of taking out of the accounts the delays caused by external sources and big investment works campaigns.
The weighted metric takes into account the amount of passengers on trains: the delay of a crowded train on peak hours weighs more than the delay of a sparsely populated train during off-peak hours.
